A metahuman, simply put, is a human with extraordinary abilities. Whatever the abilities may be, magic or access to the speed force, a human with abilities the normal human body cannot or is biologically not supposed to be able to do is a metahuman.
An important criteria to be qualified as a metahuman is that the character must be a human. That means he/she must have at least one human parent or must have a human DNA in his genes.
Also, although characters like Superman, Wonder Woman and Green Lantern are referred to as metahumans in the comics, I am not going to include them in the list because they do not fit the criteria stated above.
In addition, people who use weapons and are hosts for certain entities are not counted here. Such characters include the Spectre, Lanterns and El Diablo.
Lastly, it should be noted that this list is strictly based on the overall power levels of the characters. We are talking about how much they can do with their powers. Not how physically strong they are. That is to say, it doesn't necessarily mean a character lower in this list can defeat a character higher in the list.
With that out of the way, let's get on with the list;

15. WONDERGIRL A.K.A. CASSIE SANDSMARK
Starting off the list with a character we haven't seen in a while, Cassie is the second sidekick of Wonder Woman. She is the daughter of Zeus and a human mother proving she is a true demigoddess almost just like Diana herself.
She had defeated the unstable Superboy with her brute strength. She had also defeated Superman androids which are said to be as strong as Superman himself. All these and more make her one of the most powerful teenagers as well as metahumans in DC.
Just wish she could come back to the post-Rebirth landscape.

14. DAMAGE A.K.A. ETHAN AVERY
Damage is DC's newest version of the popular Jade giant know as the Hulk. Ethan Avery was given the ability to transform into a beast codenamed Damage for one hour when the military conducted tests from dark matter left from the Dark Knights Metal events.
He is so powerful that he destroyed an entire military base full of modern military weaponry like tanks and aircrafts in one hour. He even defeated the Suicide Squad and beat down Wonder Woman so much that she said he could be the strongest opponent she has ever faced. And that includes Superman and Ares.
It has been implied that he is stronger than Superman. In terms of physical strength, he would take a higher place on this list but that's not what we are here for.

13. MARY MARVEL A.K.A. MARY BATSON
Another character we haven't seen in a while is the twin sister of Billy Batson, Mary Batson. She has the same abilities as her brother but is just not as strong and powerful or as experienced as he is. It was also revealed that she, her brother, and Captain Marvel Jr., Freddy Freeman, all use the same finite amount of powers meaning the more heroes who use the powers, the weaker they become.
She has also gained powers from other sources other that Shazam, such as Black Adam and Darkseid. She had once gained the powers of Black Adam predisposing her to do evil. Even when Darkseid made her into an evil entity without remorse and resistance, she was powerful enough to defeat the likes of the most powerful Amazon in DC, Wonder Woman.
If only she would return to the DC universe.

12. SUPERBOY A.K.A. CONNOR KENT A.K.A. KON-EL
What would a most powerful DC list be without a kryptonian. Connor is the clone of both Lex Luthor and Clark Kent created by Cadmus after Superman died. Unfortunately, he has gone through various hardships in his life. He has even died but you know, no one real dies in comics.
He has the same abilities as Superman but with the added ability called tactile telekinesis, which allowed him to have a measure of control over anything he touched (among other things). One of his greatest achievements is that he was able to stand up to Superboy Prime to an extent and that is definitely something to be proud of.

11. GEOFORCE A.K.A. BARON MARKOV
Most people might not know him, but make no mistake, he is not to be messed with. Baron Markov had been given his powers by a doctor named Helga Jace in order to save his country. Apart from being given his usual powers of flight and superstrength, he also has the ability to control the gravitational field of the Earth, creating earthquakes, lava flows, and shapes from solid rock. He can also project heat from the Earth, creating intense blasts from his hands.
Basically, he has the ability to create and manipulate natural phenomenon as long as they are somehow connected to the Earth's gravitation.

10. SWAMP THING A.K.A. ALEC HOLLAND
Alec Holland and his wife had discovered a bio-restorative formula, solving food shortage problems. However, two thugs broke into his lab and planted a bomb. Holland got out just as the lab exploded with flames covering his body. So he ran into the swamp with the bio-restorative formula on his body. When he rose up out of the swamp, he became Swamp Thing.
As the avatar of the green, he has the ability to control plants along with superstrength and increased intellectual ability. His life is connected to that of all plants, therefore, as long as plants exists, he can always be reborn which means he has near immortality. His plant powers do not stop at Earth's plant life, they extend beyond that of Earth's plants as he can also control those of other planets.

9. BLACK ADAM
Mostly known as the sworn nemesis of Shazam, Black Adam is one of the most powerful villains/anti-heroes in the DC universe. Born an ancient Egyptian, he was a slave and his family was killed by evil dictators in Kahndaq. He stumbles onto his incredible powers through his nephew, Aman - after Black Adam killed him and took Anan's powers for himself, for what he thought was the greater good.
He is as badass as he is powerful. He has once thrashed an amped-up version of the DC entity, Death and has proved many times to be a formidable foe to Shazam as well as the entire Justice League. Although, he appears to be more of an anti-hero than an actual villain.

8. SHAZAM A.K.A. BILLY BATSON
Billy Batson was just your regular orphan kid until he was granted the powers of the seven Greek gods whose initials spell out his name. By saying the the magic word, Shazam, he gains the wisdom of Solomon, the strength of Hercules, the stamina of Atlas, the power of Zeus, the courage of Achilles, and the speed of Mercury.
He not just has the said powers of these pantheons, but he has also been granted magical powers. These powers can give him an edge against the Man of Steel himself as well as enable him to carry out feats unimaginable by most other superheroes.

7. RAVEN A.K.A. RACHEL ROTH
When it comes to magic in DC, Raven is one of the most powerful users whom you would easily think of. She is the human daughter of the powerful interdimensional being, Trigon. Not only is she a very powerful magician, she is also a very good empath which means she has the ability to understand and manipulate the emotions of others.
She can also sense and control dreams as well as souls. She can also teleport herself and others around her. She is so powerful that she had to be captured during the Dark Knights Metal event to prevent her from disrupting the plans of the various incarnations of Batman: The Dark Knights.

6. REVERSE-FLASH A.K.A. PROFESSOR ZOOM A.K.A. EOBARD THAWNE
Not only is he the most popular villain in the CW Arrowverse shows but he is also one of the most powerful ones in DC comics. His speed grants him an edge against most other non-speedsters but that's not the only thing that makes him part of this list. His connection to the negative speed force enables him to do things that go beyond just being exceptionally fast. He has the ability to tap into the space-time continuum and manipulate it in order to grant him the ability to move from one time period to another with ease.
Eobard’s most impressive achievement is probably the creation of the Flashpoint universe through his time-traveling power, which ultimately resulted the New 52 DC timeline. In the Flashpoint universe, the world is torn apart by his actions. Almost every hero and villain dies in some gruesome death thanks to the circumstances of this new universe.

5. THE FLASH A.K.A BARRY ALLEN
Bartholomew Henry Allen is definitely one of the fastest men alive and probably the fastest. After being struck by lightning, he gained the uncanny ability to move faster than supersonic speeds. But that is just the tip of the iceberg.
He is not just fast, he can walk through walls, collect the speed of others, travel between dimensions and and through time. There isn't much to say about Barry and because he tries his very best to demean most of his interdimensional abilities for fear of ruining the lives of others. He doesn't have a god-complex like most others even though he has the powers to back it up. But if he ever decides to become evil, there might no one on Earth capable of stopping him but that's very unlikely.

4. ZATANNA ZATARA
Zatanna is the daughter of a magician father and human mother. She is also a descendant of Leonardo Da Vinci, Nostradamus, Nicholas Flamel and Cagliostro. Taking up her father's legacy, she had become a stage magician, but unlike most other stage magicians, she is an actual magician with the power to control basically anything.
She started out only capable to control the four elements (fire, water, earth and air), but as time went by, she had stated that she was not really focused during that time of her life. So, when she decided to focus more, she gained the ability to control time, space, light and shadow. Who would think a stage magician could actually bend time and space?!
Unfortunately, a great setback to her powers is her inability to cast a spell without saying it backwards. Ignoring that fact, she is definitely one of the most powerful magicians in DC.

3. CAPTAIN ATOM A.K.A. MONARCH A.K.A. NATHANIEL ADAM
Nathaniel was made to undergo an experiment by the government in order to receive pardon for a crime he didn't commit. While Adam was in a crashed alien ship, they tested a nuclear bomb against its durability. Not only did the alien metal fuse to his skin but he was propelled twenty years in the future.
His powers include highly enhanced senses, better known as his quantum-senses. Captain Atom perceives time differently than most, being able to see the past and future as one single entity. He essentially knows everything and can remember it too. But his powers began to really shine when he became the crazy supervillain, Monarch. He had staged an incredibly complicated scheme that involves parallel universes, betrayal and gladiatorial fights between other DC characters so that 51 other Captain Atoms come to his domain to kill him. Then he absorbs them all. Infinite evil power times fifty-two. Yikes. Unfortunately, he was defeated by our next number.

2. SUPERBOY PRIME A.K.A. CONNOR KENT
Superboy Prime was an ordinary boy from our Earth in DC comics, Earth Prime. He is a version of Kal-El from a universe without superheroes. He gained his abilities when he was recruited by Superman from Earth One to stop the Crisis on Infinite Earths. Unfortunately, his own universe was destroyed which made him to run mad with power.
He began by killing the Superboy from Earth-One, Connor Kent, then, he proceeded to single-handedly battle and defeat various heroes including Green Lanterns. It took the combined efforts of Superman from Earth-One and Superman from Earth-Two to finally stop him, even though Earth-Two Superman died during the fight.
He is said to have every superpower imaginable. He even punched ao hard that it altered reality, bringing back Jason Todd from the dead.

1. DOCTOR MANHATTAN A.K.A. DOCTOR JONATHAN OSTERMAN
Dr. Jonathan Osterman was a nuclear physicist when the force of a generator in a radioactive particle test took him out of the physical realm to become the blue unclad overpowered superhero we all know and love as Doctor Manhattan.
Dr. Manhattan has the ability to control all matter at a subatomic level. He is also clairvoyant, experiencing time in a non-linear, quantum fashion. On top of that, he also has super strength, telekinesis, and the power to teleport himself over planetary and interplanetary distances. He perceives existence as a god would. He even refers to himself as a puppet who can see the strings.
With all these powers and more, Doctor Manhattan is easily one of the most powerful characters as well as the most powerful metahuman in the DC comic book universe.
