In Avengers: Infinity War, 50% of the world's population were decimated due to the infamous Thanos snapping his fingers at the end of the movie. Despite that, some people had managed to die in the hands of Thanos and his children even before he had snapped his fingers. Those people include Loki, Heimdall, Vision and Gamora. I'm going to tell you a theory I thought of which would indicate that Gamora will not return in Avengers: Endgame.
Of all the people that were killed before Thanos snapped his fingers, Gamora's death looked the most real. Thanos had thrown her off a cliff so he could obtain the soul stone. We saw her falling down the cliff in slow motion and blood coming out of her head when she landed. This is a clear indication that she had died. But later on, during one of the last scenes of the movie, we saw Thanos in what is now referred to as the soul world talking to a younger version of Gamora.
This theory is based on another theory which states that Gamora is not actually dead but trapped in the soul world (a world created by the soul stone). If that is true, it also means that probably everyone else who was decimated is also in the soul stone, but this theory will disprove that. I think that everyone who was dusted are all actually dead.
My theory states that Gamora's soul is actually trapped in the soul stone. As the red skull said, "to obtain the stone, you need to exchange a soul for a soul". Gamora's soul must have been exchanged for the soul stone, meaning her body might be dead but her soul is still in the soul stone. Thus, the only way to get her out is by retrieving her from inside the stone.
That is where the Avengers come in or rather, will not come in. I think that after the Avengers reverse the actions of the snap, everyone who was killed by the Thanos snap will return and when Starlord, Peter Quill, being one of the victims of the snap, would want to look for his love interest, Gamora, the Avengers would tell him that she cannot be brought back to life anymore which he naturally would not believe.
Thus, he would make it his quest to find her in his own movie. I think she would return in the movie, Guardians of the Galaxy Volume 3. The main goal of the Guardians would be to find Gamora. This would make a really good plotline as Adam Warlock was teased during the end credits of the movie, Guardians of the Galaxy Volume 2, and I think he would be the one that would retrieve Gamora from soul stone.
Now, I didn't just think of this in the shower, I believe it is actually very plausible. This is because, the Avengers would either be too happy that they had returned everyone who had died initially, or too sad for the loss of one of the main characters to worry about Star-lord's lost love, whom I'd like to point out is the reason for the decimation in the first place. Another reason why I think this theory is quite plausible is that this is the same thing that happened in the comics, Gamora was lost in the world of the soul stone and Adam Warlock was the one who had brought her back.
Finally, I don't think everyone who was dusted is in the soul stone because then it would all really seem pointless. Humans have the ability to adapt to their surroundings, they can find a way to grow plants for consumption if half of all plant life were also decimated or probably hunt down and eat the animals that were also dusted making it all pointless to actually bring them back to the real world as the problem of overpopulation would be solved.
